I wrote a small test, that calls GetLocaleInfo(Ex) with LOCALE_SNAME. Also LocaleToLCID throws error for az-AZ. All tested on Windows 7. There are more fixes in line for nls files, based on my tests.

My test app shows that it should be "az-Cyrl-AZ".
